What Is an Inner Line Permit?

An Inner Line Permit (ILP) is a government-issued travel document that allows Indian citizens to enter and travel within certain states in Northeast India that fall under the Inner Line Regulation — a colonial-era law, still in effect, designed to protect the interests of indigenous communities from outside interference.

Arunachal Pradesh requires an ILP for all Indian citizens. Without it, you cannot legally enter the state — at any checkpost on any road, you will be asked to produce it. Trying to enter without one isn't just a bureaucratic inconvenience; it can result in being turned back entirely.

Which Destinations in Arunachal Require an ILP?

The ILP is required for entry into the entire state of Arunachal Pradesh — not just specific zones. So whether you're going to Tawang, Dirang, Ziro, Pasighat, or Naharlagun, you need one.

Some sensitive border areas — such as certain parts of the Tawang circuit near the China border — may additionally require a Restricted Area Permit (RAP) or a Protected Area Permit even for Indian citizens. We assess this on a trip-by-trip basis and advise accordingly when we plan your itinerary.

How Long Does It Take?

Online ILP applications through the Arunachal Pradesh government portal are typically processed within 2–5 working days. In peak season (October to February), processing can take slightly longer due to volume. We recommend having all documents ready at least 3 weeks before your travel date.

How Long Is the ILP Valid?

ILPs are issued for a specific duration corresponding to your travel dates — typically up to 30 days per visit. If your trip extends beyond the issued period, an extension must be obtained from the nearest District Commissioner's office within Arunachal Pradesh. We factor this into trip planning and will flag it if your itinerary is near the limit.

Do You Need to Carry a Physical Copy?

Yes. Always carry a physical printed copy of the ILP during your Arunachal trip. There are multiple checkposts — at the state border, at Bhalukpong, at Bomdila, and again on the approach to Tawang — where officials will inspect it. A digital copy on your phone is not accepted at most checkposts.

What About Sikkim and Meghalaya?

Meghalaya does not require an ILP — it is open to all Indian citizens without any permit. Sikkim does not require a full ILP, but specific zones such as North Sikkim (Lachen, Lachung), Nathula, and areas close to the Tibetan border require Restricted Area Permits, which are arranged locally through registered tour operators.
