If you're planning a trip to Arunachal Pradesh, you've probably come across the term "Inner Line Permit" — and then promptly felt confused about what it means, who needs one, and how to get it. This guide answers all of that plainly.

What Is an Inner Line Permit?

An Inner Line Permit (ILP) is a government-issued travel document that allows Indian citizens to enter and travel within certain states in Northeast India that fall under the Inner Line Regulation — a colonial-era law, still in effect, designed to protect the interests of indigenous communities from outside interference.

Arunachal Pradesh requires an ILP for all Indian citizens. Without it, you cannot legally enter the state — at any checkpost on any road, you will be asked to produce it. Trying to enter without one isn't just a bureaucratic inconvenience; it can result in being turned back entirely.

Why Do You Need an ILP for Arunachal Pradesh?

Arunachal Pradesh requires an ILP because it falls under the Inner Line Regulation — a law that restricts entry into certain frontier states to protect the land, culture and livelihoods of their indigenous communities from unregulated outside settlement and commerce. It isn't a formality aimed at tourists; it's a long-standing safeguard, and the permit is simply how the state records who is entering and for how long. It's the same reason neighbouring Nagaland and Mizoram also require an ILP.

Do Indian Citizens Need an ILP? (And What About Foreigners?)

Yes — every Indian citizen needs an ILP to enter Arunachal Pradesh, including children, and each traveller needs their own. Your regular ID (an Aadhaar card) is enough to apply — you do not need a passport. There's no way around it: the permit is checked at the state border and at checkposts inside, and you'll be turned back without one.

Foreign nationals do not use the ILP at all. They require a Protected Area Permit (PAP) instead — a separate document arranged in advance through a registered tour operator, with its own documents (passport, visa, photographs), its own validity period and a longer processing time than the ILP. Which Destinations in Arunachal Require an ILP?

The ILP is required for entry into the entire state of Arunachal Pradesh — not just specific zones. So whether you're going to Tawang, Dirang, Ziro, Pasighat, or Naharlagun, you need one. Tawang — the state's most popular destination — is no exception: the same Arunachal ILP covers your entry to Tawang, so there's no separate "Tawang permit" to arrange beyond it.

Some sensitive border areas — such as certain parts of the Tawang circuit near the China border — may additionally require a Restricted Area Permit (RAP) or a Protected Area Permit even for Indian citizens. We assess this on a trip-by-trip basis and advise accordingly when we plan your itinerary.

If you're travelling as a family or group, each person requires a separate ILP — including children. The permit is non-transferable.

How Many Days Does the ILP Take to Get?

The ILP is applied for online through the Arunachal Pradesh government's official eILP portal, and applications are typically processed within 2–5 working days. In peak season (October to February), processing can take slightly longer due to volume. We recommend having all documents ready at least 3 weeks before your travel date.

How Long Is the ILP Valid?

ILPs are issued for a specific duration corresponding to your travel dates — typically up to 30 days per visit. If your trip extends beyond the issued period, an extension must be obtained from the nearest District Commissioner's office within Arunachal Pradesh. We factor this into trip planning and will flag it if your itinerary is near the limit.

Do You Need to Carry a Physical Copy?

Yes. Always carry a physical printed copy of the ILP during your Arunachal trip. There are multiple checkposts — at the state border, at Bhalukpong, at Bomdila, and again on the approach to Tawang — where officials will inspect it. A digital copy on your phone is not accepted at most checkposts.

What Your ILP Will Look Like

When your permit is issued, it arrives as a single official document on Government of Arunachal Pradesh letterhead, from the District Commissioner's office for the area you're entering. For a family or group it's usually one group permit listing every traveller by name, with each person's ID reference and address, alongside your purpose of visit, the places you're cleared to visit, the duration, the entry check gate, and a validity period. A few things worth noting: every traveller is listed individually (children included), the pass is not transferable, it's valid only for the stated number of days, and it must be carried as a printed copy. What About Sikkim and Meghalaya?

Meghalaya does not require an ILP — it is open to all Indian citizens without any permit. Sikkim does not require a full ILP, but specific zones such as North Sikkim (Lachen, Lachung), Nathula, and areas close to the Tibetan border require Restricted Area Permits, which are arranged locally through registered tour operators. We handle these as part of every Sikkim itinerary.
